How did evidence the FDA said did not alter its conclusion come to establish substantial evidence?

In December 2025 the FDA's letter found the added mechanistic and natural history data did not alter its conclusion. In May 2026, on appeal, the Office of New Drugs found that NORSE TWO with NORSE EIGHT, natural history and mechanistic data established substantial evidence. Both accounts are Outlook's.

Short answer

On appeal. By Outlook's account, the FDA's December 2025 letter found that the added mechanistic and natural history data did not alter its conclusion. After a Type A meeting with the Division of Ophthalmology and the Office of Specialty Medicine, the company took the question to the Office of New Drugs, which in May 2026 found NORSE TWO together with NORSE EIGHT, natural history and mechanistic and pharmacodynamic data to be substantial evidence of effectiveness.

May 2026, the company's account of the decision: OND determined that the results of the NORSE TWO trial, together with confirmatory evidence including NORSE EIGHT, natural history, and mechanistic and pharmacodynamic data, establish substantial evidence of effectiveness for LYTENAVA™ for the treatment of nAMD 8-K · May 26, 2026. In June it added: therefore additional trials are not required 8-K · Jun 1, 2026.

Not in this record: the Office of New Drugs' decision itself, or the minutes of the March 2026 Type A meeting. Both accounts above come from Outlook's filings; the FDA's own statement of the December deficiency is on a page without a text layer.
